Who created the Jesus Christ's deity to resemble the prior deity Horus?

According the historical references Plutarch of Delphi and Celsus in the third century were the first to try to compare Jesus to Horus. However I see no relation at all. There isn't any proof that Horus had 12 disciples or was crucified.
